Sir:-
With reference to your letter No. 713 of the 20th
of May last, respecting the provision of passages to
Shanghal for prisoners who have been tried there and
who have served their sentence in Hongkong I am direct-
ed by Secretary Sir E. Grey to state for the information
of the Earl of Crewe that he concurs in the view ex-
pressed by the Governor of Hongkong to the effect that
such persons may properly be returned to Shanghai at
the cost of the Imperial Government. With regard
however to natives of Hongkong Sir E. Grey considers
that they should remain in the Colony and should not be
sent back to China.

I am moreover to request that the Hongkong auth-
orities may consult the Shanghai Police in each in-
stance before despatching to Shanghai any prisoners
whose sentences have expired.
